OCAPA was founded over 40 years ago and is one of the largest and well established concrete & aggregate related associations in the nation. OCAPA is a professional trade organization dedicated to defining, promoting and advancing the construction materials industry. I am also honored to serve as your OCAPA President. I first became the OCAPA President back in 1995 and I have seen the association grow into one of the premier construction material associations in the country. During my tenure I have seen this industry weather many wars around transportation funding, weight mile taxes, and land use. This year, our efforts are focused on issues with MSHA concerning consistent and fair enforcement of the mine safety act. But, looking ahead, we are also focused on the sustainability and carbonfoot print of our industry. Let's face it, the world is changing and both of these issues are on the forefront of every aggregate producer's agenda. We have assembled a great Board of Directors this year to deal with these issues. Our Board of Directors, will continue to bring you legislative and regulatory support, educational opportunities and networking events that not only help you understand and navigate the complex construction materials industry, but also provide you with a network in which you can supplement this information with peer-to-peer guidance.
OCAPA continues to be a leader in Oregon in many ways. We have increased our involvement in legislative affairs, doubled the number of workshops, seminars and MSHA related events, improved our website, giving you the ability to register for all events and classes on-line and in general have added more programs and services for our member’s benefit. As a culmination of our efforts, we are beginning to see increased committee involvement, increased membership numbers and an overall increase in association approval. Rich Angstrom has been the OCAPA’s President for the past 12 years. Rich’s background and education have been ideal to lead the industry through the tough environmental and legislative climate the industry has faced over the past decade.

LEGISLATIVE AND GOVERNMENTAL AFFAIRS
Rich’s primary focus is as the industries chief lobbyist. He handles all issues relating to construction materials at the state capitol. His legislative focus covers issues concerning highway funding, truck taxes, labor relations, corporate taxes, mining, land use and healthy environment. Rich tracks and organizes industry responses to all types of legislation.
“We have had quite a few significant legislative and regulatory battles in the past decade. Fortunately, we have won every one of them. I consider OCAPA a political grass roots organization where the strength comes from the members. I cannot stress enough that the industry cannot become complacent because of that success. OCAPA’s members need to continue being proactive on shaping Oregon’s laws and regulations that affect our ability to do business, but also it is equally imperative that we continue to develop and nurture relationships with legislators and regulators.”
After every legislative session Rich follows the new legislative acts through the agency rulemaking process. Rich has become very adept at reading the politics and knows when and how to use political leverage for the advantage of the industry.
PROFESSIONAL HIGHLIGHTS
Prior to his tenure at OCAPA, Rich was a county prosecutor for both Coos and Lincoln Counties. During his time as a county litigator, Rich handled most types of major Felony cases, but was particularly focused on environmental crimes. He is a past chair of the state’s Healthy Stream Partnership, served on the Governor’s Highway Cost Responsibility Committee and currently serves on the federal government’s Steen’s Mountain Advisory Committee. PERSONAL INTERESTS Rich was born in Astoria, which he still calls home and considers himself an avid outdoorsman. Without question he hunts and fishes every type of game possible. Rich is married to Kathy and is the father of two beautiful and talented but argumentative teenagers Megan and Gregor. Besides hunting Rich is involved in coaching baseball and is a registered umpire for both High School and Little League baseball.

OFFICE MANAGER
Sandy has been with OCAPA for a year. She is our office manager and bookkeeper. Before joining OCAPA she worked with Knife River Corp., for 18 years, in their Education and Training Department. She gained valuable skills and knowledge to help OCAPA run smoothly and become an even better association for our members. Having worked in the industry for many years, Sandy is familiar with many of the issues that face our members.
Sandy is a Certified Meeting Professional. This certification combined with her knowledge of the industry is allowing her to help OCAPA provide educational and informative seminars and workshops for OCAPA members and the industry at large. These seminars and workshops cover a wide range of topics from MSHA to Permitting to a Vendor Day to showcase new technology and processes for our industry.
Sandy was born and raised in Oregon, specifically the Willamette Valley. She has been married for over 18 years to Russ and they have two beautiful and active girls, McKenzie and Mikayla. When Sandy’s not at OCAPA, she enjoys spending time with her family going to McKenzie’s soccer games, Mikayla’s dance programs, camping and fishing with family and friends. She is also very active in her church.
